The Pakistan secret police are very powerful and wealthy. They have been in a low level war with India since their inception.  They receive funding and moral support from the rest of the Islamic world.  The Taliban was their creation (India supported the Northern Alliance) and they created and have exported technology for the first Islamic atomic weapon.  The Pakistani government is corrupt and hated but is the only thing standing in the way of even bigger troubles.
