I think he was trying to make a point about how stupid the wall is. They should be insulted by the wall not the painting.

placing a bright cheerful illustration on the side of that wall is like placing a bright cheerful illustration on the side of a bottle of rat poison. It’s dishonest. No surprise, people there living under the shadow of apartheid and that wall are insulted.
