Well there’s the problem right there. “Texas higher learning institution” is an oxymoron.

For the record, Rice is ranked 17th in the USA Today top 100. We have several in there.

But why did God wait so long to make the second most populated state 17th? The Dallas Cowboys would hate to come in 17th.
