Obama signed, HR 347 will empower federal agents to arrest and bring felony criminal charges against citizens engaged in political protests anywhere in the USA.  It allows secret service agents to decide where the free speech zones are. The fact that the President goes to a hotel up the block, it may bar you from protesting across the street from the hotel.
